Mr. Horsman emphasized a methodology based on problem solving strategies, which will allow it to be useful whatever the local environment may be. The TTRM Three Level Model consists of:

• Level 1 - Train the trainer framework

• Level 2 - Train the trainer course

• Level 3 – RM Course

The activities supported by the framework consist of creating a learning environment, developing a course, delivering a course and reviewing its effectiveness.
